Statement by Senator John McCain on Agreement Advanced Today by Arizona Game and Fish Commission to Restore Trout Stocking at Willow Beach Hatchery in Mohave County

U.S. Senator John McCain (R-AZ) released the following statement on the agreement advanced today by the Arizona Game and Fish Commission negotiated with the U.S. Fish and Wildlife Service (USFWS) to restore trout stocking at Willow Beach Hatchery in Mohave County, Arizona. Under the agreement, the Commission would work with USFWS to split the costs of repairing the hatchery's water intake system and secure a supply of trout eggs that will guarantee production for at least the next five years -- and likely more.

"I am very pleased that an agreement to restore trout stocking at Willow Beach Hatchery has been approved today by the Arizona Game and Fish Commission," said Senator McCain. "This is an important development for the Mohave County/Clark County stretch of the Lower Colorado River, where trout fishing supports some 1,700 jobs and generates $75 million in economic activity. The endless opportunities for outdoor recreation are among the most unique aspects of life in Arizona, and I am proud that our state and local officials took a leadership role on this issue with the federal government, which has a longstanding responsibility to mitigate for lost fishing opportunities resulting from the construction of the Hoover Dam."

The Chairman of the Arizona Game and Fish Commission and Mohave County leaders commented on today's action:

"We are proud to approve the motion for our Director to finalize a cooperative agreement providing vital assistance to an important industry in Arizona, and grateful to Senator McCain for his staunch support of returning trout propagation to Willow Beach," said Commission Chairman Robert Mansell. "With the execution of this agreement, Arizona will retain its reputation as one of the finest sport fishing destinations in North America."

"Mohave County wants to thank all the people who recognized the devastating economic impact that ending the 50-year trout stocking program at the Willow Beach Hatchery would have had on local communities," said Hildy Angius, Chair of the Mohave County Board of Supervisors. "This agreement could not have happened without our partners at Arizona Game and Fish, most notably Chief of Fisheries Chris Cantrell along with Arizona Congressman Paul Gosar. My biggest thanks is reserved for Senator John McCain, who stood with me at Willow Beach Fish Hatchery last August and promised he would do everything in his power to fix this problem and then delivered on that promise. Mohave County is, and will now continue to be, the finest place to sport fish in the country."

"The fishing industry is a multi-million dollar business for Mohave County, where we host nationally-recognized angling tournaments that increase our tourism," said Mohave County Supervisor Buster Johnson. "Without the hatchery, the food chain in our river and lake would suffer and bring an end to the world-class fishing and economic benefits it sustains. I thank Senator McCain for his leadership in helping to resolve this important issue."

In August of this year, Senator McCain toured the Willow Beach National Fish Hatchery near Bullhead City, Arizona, and was briefed on a variety of engineering plans to repair the hatchery's damaged pipelines. Preliminary cost estimates for repairs totaled up to $9 million dollars. Senator McCain urged USFWS to coordinate with Mohave County and the Arizona Game and Fish Department (AZGFD) to develop a single affordable and reasonable solution to move repairs forward.

In a letter to USFWS Direct Dan Ashe, dated September 12, 2014, Senator McCain praised the parties for identifying an engineering plan with an estimated cost of $776,000 which called for installing a floating pump platform that would adjust with fluctuating river elevations. In his letter, Senator McCain commended USFWS for their efforts and requested that the Director "consider the utility of entering into an intergovernmental agreement with those entities offering to assist with the project."

According to an analysis provided by AZGFD, trout-fishing supports around 1,700 jobs and generates approximately $75 million in economic activity along the Mohave County/Clark County stretch of the Lower Colorado River. Trout-stocking is important to the area's angling community and falls under the federal government's longstanding responsibility to mitigate for lost fishing opportunities resulting from the construction of the Hoover Dam.
